Ethics and safety policies

Alibaba (Qwen): what they say, and what they leave out

Every claim on this page comes from documents Alibaba (Qwen) published itself, linked below so you can check me. Checked September 19, 2026.

A policy is not an audit

Almost every document linked on this page was written by the company it governs, and graded by that same company. A long policy list does not make a lab more ethical than a short one. This page keeps three things apart: what the lab has committed to in writing, what its documents do not cover or where they have been credibly criticized, and — clearly labeled at the end — my own read.

Their stated position

Alibaba publishes the Qwen family under permissive open licenses with model cards, and frames its responsibility work through corporate governance and Chinese regulatory compliance rather than a frontier-risk framework.

Safety detail appears mostly inside technical reports rather than as standalone policy.

The documents themselves

Read these rather than this summary if a decision depends on it.

What they have committed to

Stated in their own published policies, in writing.

  • — Ships large parts of the Qwen line under Apache 2.0, including models small enough to run on a laptop.
  • — Publishes technical reports with safety evaluation sections for major releases.

What those documents don't cover

Plain absences, and criticism that has been documented publicly — not speculation.

  • — No published capability-threshold framework and no commitment to withhold a release.
  • — The consumer chat app applies Chinese content rules; the open weights do not, so behavior diverges.
  • — Ethics language sits inside broad corporate ESG reporting rather than AI-specific policy.

My read

This section is my opinion, clearly separated from everything above. Disagree with it freely.

Apache-2.0 frontier-adjacent models are a real public good, and the documentation is decent on capability. On risk governance there is very little published to hold them to.
